Total scam. The publishers of this series of books just make money on the back of the artists they "publish".
No publisher ever asks an artist to pay $200 to get published in a book. Otherwise, it's called "paying for advertising".
The only other situation is paying a nominal fee ($20 or so) to place an art entry in a contest, where the best art pieces retained are published (like for the Spectrum book series). The fees pay for the publishing costs. But that is not remotely comparable. There is a difference between $20 and $200.
The volume 1 of this book series started with roughly 260 artists. Each artist paying at least for 2 books (about $200), some of them buying more books, some buying more space. That's roughly a minimum lump some of money of $52,000.
Volume 10 of the book has about 400 artists in it. That's a minimum of $80,000. With today's competitive publishing market, you can get a good art
quality book published for $10,000. Imagine the money these guys are making to publish YOUR art.

They are deceptive. I was asked to be in this book as an artist. The following is from their website:

NO, YOU DON'T HAVE TO PAY any participation or entry fee to be included in the book.
only the artists who will be accepted for inclusion ARE REQUIRED TO BUY TWO COPIES OF THE BOOK.

How is a requirement to purchase two books not paying to be in the book? The standard to have one's work reproduced in a book is for the artist to be paid by the publisher or for the artist to grant permission to the publisher to use the image without the publisher paying the artist.

This is a vanity publishing scam. One of the addresses they are using on their website is an address associated with Art4Love scammer Chad Love Lieberman. They scam artists for the price of TWO of these things to supposedly print them in it. The reviews here are fake, fake, fake! Don't buy into the BS. $117 for an art book? Really? They probably have it set that high so no one will buy the book and discover it's a scam. Nice try.

This book is a scam, the positive reviews are fake. It is not published except to those artists that bother ordering it.
It will NOT appear in stores!

From the comments here and a reply I received yesterday, from one of the art galleries, referred to by this supposed publication - it looks like I have also been scammed... I am usually circumspect about paying out good money, but even with a 'check' and some doubt, I couldn't find enough info last year to confirm this as a scam or not - however, I am now hearing and seeing that it is a scam. In fact, I even emailed the 'curator - Julia Adison' on several occasions to convey my doubts and ask for reassurance. 'She' (?) has replied on every occasion - even as recently as a few days ago (6 June 2017), to tell me the '2017 edition will be published this coming September'........ So I will know for sure come September. In the meantime I have to think I have been scammed...

I am biased as I am in the book, page 184. It is, however, a truely fabulous book and the jury did an excellent selection of artists from around the world. The work includes paintings, sculptures, installations, digital art, photography. Check out the book website [...]for more information.

Notice that the reviews posted for this book are basically content-free and all by people with no other reviews posted on Amazon. I think this is my first review on Amazon, which is obviously funny given this observation, but I feel strongly enough about this kind of borderline practice in publishing to go ahead and post this.

This is a pay-to-play publishing platform that profits from the required purchase of its books by contributing artists; the current volume requires a 70 euro buy-in for two books by each included artist. Usually, when an artist finds a publisher, the publisher pays them.

At worst, ICA publishing is an exploitative venture that profits from artists while masquerading as a "serious catalogue"; at best they are a company that release poorly designed books that aren't rigorously curated and definitely don't represent the zeitgeist of anything, other than perhaps a certain style of clambering, optionless ambition among a certain set of artists.

You are definitely not supporting any artist or participating in any kind of broader culture by buying this book.
