It's the 23rd century, Earth has undergone cataclysmic change and become an agrarian/pastoral backwater dependent on the much more advanced orbital settlements. At the same time, the orbitals are squeezing the Solar System Confederation, breakaway settlement further out in the solar system (in the asteroid belt and around the gas giants). What we have is the set-up for an excellent political tale of intrigue and colonial revolt set in the future, and Barnes delivers it. He also answers the question 'What if Marx (or Weber, or Laski, or Schumpeter, or DuBois) had been able not only to theorise but to set theory into practice in the most amusing and intriguing way possible.
