This presents Americans with difficult choices

Introduction to Social Security. Social Security is the largest spending program of the federal government, the largest tax paid by most workers, and the largest source of income for most retirees. This presents Americans with difficult choices. The decisions we make will depend on both our values and our judgments regarding how to represent those values through policies that are both efficient and consistent with our views regarding individual freedoms and collective responsibilities. Most articles or books regarding Social Security focus on why the program is going insolvent.

During and right after the second world war, economists viewed information simply as a public good. The US government even decreed that no profit should be made out of patents, only from the production process itself. If we restate Arrow’s principle in reverse, its revolutionary implications are obvious: if a free market economy plus intellectual property leads to the underutilisation of information, then an economy based on the full utilisation of information cannot tolerate the free market or absolute intellectual property rights.

In a time of record-setting deficits and concern over burgeoning debt, perhaps no single issue is more hotly debated than how to fix Social Security, a program long called the "third rail" of American politics because it killed the political career of anyone who touched it. But the immediacy of America's fiscal problems presents an opportunity to reform and renew one of the largest expenditures in the federal budget.Fixing Social Security requires us to understand the purpose of the program, how it was designed to work, and why it is going broke. In Social Security: The Story of Its Past and a Vision for Its Future, Andrew G. Biggs retraces the history of Franklin Roosevelt's plan to provide for retirees, explains why the current system is unsustainable, and offers a plan to pay back "legacy debt" and create a sound Social Security system for the future.
