In 1990, John Kincaid outlined a fundamental shift in American federalism from a consensus upon cooperation, and an emphasis on fiscal policy tools, to coercion, and an emphasis on regulatio. More). Although this book only focuses on one small aspect of my inquiry project I plan to use this in my paper to discuss how money provided by the government also hands control over the public education proportionally.
