Millard, Peter . and Sally I. McClean, eds. Modelling hospital resource use: a different approach to the planning and control of health care systems. Royal Society of Medicine Press, 1994. The data governance imperative.

The opening papers discuss the place of modelling in the National Health Service, describe the systems approach, explain how models can assist the development of efficient care, and consider the role of the Audit Commission in assessing performance. The second section considers clinical care analysis in the private sector, describes the POSSUM scoring system developed by a surgeon in Warrington, which explains differences in surgical morbidity, analyzes the method of collection PAS data and explains why problems occur in audit systems.

Hospital planning models based on the average length of stay and the turnover per allocated bed assume that patients all move through the system at the same rate, and ignoring the inherent heterogeneity in patient behaviour leads to planning mistakes (Vere, 1983).

The use of the bed occupancy management and planning system (BOMPS) and the Sorensen multi-phased bed model were used to assess the implications of a hospital expanding its emergency facility. BOMPS flow modelling generates resource utilisation data dependent on the best visual and statistical fit between mixed exponential equations and time of bed occupancy; the Sorensen model creates models based on probabilities and length of stay distributions. Both models identified the presence of two streams of flow.
