The Criminal Injuries Compensation Authority (CICA) is an executive agency of the UK Government. The Authority, established in 1996 and based in Glasgow, administers a compensation scheme for injuries caused to victims of violent crime in England, Scotland and Wales. It is funded by the Ministry of Justice in England and Wales and the Justice Directorate in Scotland. The current Chief Executive is Linda Brown.

This book marks the retirement of Professor Sheila McLean, whose contribution to the discipline of medical law has been truly ground breaking. As one of the pioneers of the discipline, Sheila McLean inspired a revolution in the ways in which lawyers, doctors, courts and patients perceive the relationship between medicine and the law. These are some of the important questions that underlie the problem of compensation for drug injury. Each society answers them in a different way: in New Zealand some people injured by drugs are compensated by the State, while in the United States compensation is overseen mostly by the courts. Two British bodies-the Law Commission' and the Royal Commission on Compensation for Personal Injury (the Pearson Commission)2 -and two European bodies-the European Economic Commission3 and the Council of Europe4-have all proposed changing the laws governing compensation for product injury-that is, product liability laws.
